Manual machining refers to operator involved process. It typically means that a person controls the machine movement. Sometimes it can be with semi-automation, but in general it requires an operator to run a machine.

CNC machining refers to a process where the machine is programmed to do a majority of the work. The operator generally spends time up front preparing the computer files
Which is better? It depends. Often if you need one or two parts, manual machining can be the fastest. If you have a large volume or complex shapes, then CNC is probably the best option.
